Can a PI Find Somone With Very Limited Info??

Hi,

Is it possible for a PI to find someone with just the person's photo, firstname, age (not dob), and city??

I am trying to find someone in the Philipines. I have been in touch with a PI who claims that he can find the person I am looking for with just the info I dexcribed above. Can this be done or is it unrealistic??

Are there any PI's on this forum that can give advice on this, whether if it is possible or not to find a person with such limited info?
